What the Exam Is
China’s Patent Agent Qualification Examination is a national professional exam administered by the China National Intellectual Property Administration (CNIPA). Passing it is the gateway to the patent agency profession: only with the qualification may one practise patent agency work in a registered agency. It is the key test of whether a candidate masters both patent law and drafting practice.

Under the Measures for the Patent Agent Qualification Examination, an applicant must meet all of:
Two practical points: final-year STEM students may register with a certificate from their university; applicants without a STEM degree must have at least two years of scientific, technical or legal work experience. The STEM background requirement ensures agents understand the technical substance of inventions.

Registration is online. CNIPA announces each year’s schedule by public notice (for 2024, Notice No. 567). Candidates register, fill in details, upload documents and pay within the announced window, then download the admission ticket before the exam.

Qualification and Practice
After passing all three papers, CNIPA issues the Patent Agent Qualification Certificate. But the certificate is not a practice license: you must then intern for one year at a patent agency, pass its assessment, and apply to the All-China Patent Agents Association for the Practice License before practising under the title of patent agent.

Q: Who can sit the exam?
A: Full civil capacity, a recognized STEM tertiary degree (or equivalent), and knowledge of patent law; final-year STEM students may register with a school certificate.
Q: What subjects are tested?
A: Three papers — Patent Law and Related Laws (multiple-choice) plus Patent Agency Practice (subjective: claim drafting, office-action responses).
Q: Does passing mean you can practise?
A: No. After the qualification, one year of agency internship and a passed assessment are required before the practice license.
