This page holds two official documents: the CNIPA Schedule of Patent Fees and Integrated Circuit Layout-Design Fees (version of 6 August 2024) and the Copyright Protection Center of China's Schedule of Fees for Voluntary Registration of Works (revised 26 October 2018). Both can be downloaded directly as PDF. The PDF on this page is CNIPA's Schedule of Patent Fees and Integrated Circuit Layout-Design Fees, dated 6 August 2024 and corresponding to CNIPA Announcement No. 594 (issued under Caishui [2024] No. 23 and Fagai Jiage [2024] No. 1156, effective from the date of publication). As of September 2026 this version remains the one in force, and every entry below is checked against it. If it is later revised, the latest CNIPA announcement governs.

The application fee is payable within 2 months of the filing date, or within 15 days of receiving the acceptance notice. The publication and printing fee and the claim/page surcharges are paid at the same time; where priority is claimed, the priority claim fee (80 yuan per item) is also due then. For an invention patent the substantive examination fee is 2,500 yuan, payable within 3 years of the filing date (or of the earliest priority date, where priority is claimed). An application that is not paid, or not paid in full, within the time limit is treated as withdrawn.

Invention patent 900 yuan per case; utility model patent 500 yuan per case; design patent 500 yuan per case.

It is 50 yuan, and it applies only to invention patents. Utility model and design patents are not subject to it.

Where there are more than 10 claims, each claim from the 11th costs an additional 150 yuan. Where the description, including drawings, runs beyond 30 pages, each page from the 31st costs an additional 50 yuan, and each page from the 301st an additional 100 yuan. The charge applies to invention and utility model patents, not to design patents, and the fee reduction policy does not cover it.

Years 1-3: 900 yuan per year; years 4-6: 1,200 yuan; years 7-9: 2,000 yuan; years 10-12: 4,000 yuan; years 13-15: 6,000 yuan; years 16-20: 8,000 yuan.

Utility model patent: years 1-3, 600 yuan per year; years 4-5, 900 yuan; years 6-8, 1,200 yuan; years 9-10, 2,000 yuan. Design patent: years 1-3, 600 yuan per year; years 4-5, 900 yuan; years 6-8, 1,200 yuan; years 9-10, 2,000 yuan; years 11-15, 3,000 yuan.

Under the official schedule, 5% of the full annuity for that year is added for each month the payment is overdue. Within the grace period the annuity can be paid together with the surcharge; if it is still unpaid when the grace period expires, the patent right is terminated under the Implementing Regulations of the Patent Law. The exact amount payable for a particular patent is the amount shown in the CNIPA payment notice or in the China Patent Electronic Application System (cponline.cnipa.gov.cn); this page does not calculate it.

Yes, but only for applicants who satisfy the Measures for the Reduction of Patent Fees: individuals whose average monthly income in the previous year was below 5,000 yuan (60,000 yuan a year), enterprises whose taxable income in the previous year was below 1,000,000 yuan, and public institutions, social organisations and non-profit research institutes. The reduction is 85% for a single applicant, whether an individual or an entity, and 70% where there are two or more applicants.

The fees eligible for reduction are: the application fee (excluding the publication and printing fee and the claim/page surcharges), the substantive examination fee for an invention patent, the reexamination fee, annuities (for the ten years counted from the year the patent is granted, and during the period of an open licence), and the fees for a separate designation of China (first and second instalments). The publication and printing fee and the surcharges are not eligible.

Where the conditions are met, 50% can be refunded. For an invention application that has entered substantive examination, if it is voluntarily withdrawn before the deadline for responding to the first office action expires (and no response has been filed), a refund of 50% of the substantive examination fee may be requested.

Patent evaluation report request: 2,400 yuan per case for both utility model and design patents. Invalidation request: 3,000 yuan per case for an invention patent, 1,500 yuan per case for a utility model patent and 1,500 yuan per case for a design patent. Bibliographic change: 200 yuan for a change of inventor, applicant or patentee; batch changes are charged according to the number of applications or patents involved, and a batch change of the applicant's or patentee's name filed on the same day that does not involve a transfer of rights is charged as one case. Request for restoration of rights: 1,000 yuan. Request for extension of time: 300 yuan per month for the first request, 2,000 yuan per month for subsequent requests. Certifying copy of a patent document: 30 yuan per copy.

Two. The request fee for patent term compensation is 200 yuan per case, and the annuity for the compensation period is 8,000 yuan per case per year, with no charge for a fraction of a year.

(1) International phase, collected by CNIPA: search fee 2,100 yuan; additional search fee 2,100 yuan; priority document fee 150 yuan; preliminary examination fee 1,500 yuan; additional preliminary examination fee 1,500 yuan; protest fee for lack of unity 200 yuan; cost of copies 2 yuan per page; late submission fee 200 yuan; and fee for restoration of the right of priority 1,000 yuan. The international filing fee and handling fee collected on behalf of the International Bureau of WIPO follow the RMB amounts published in the PCT section of the WIPO website. (2) Entry into the Chinese national phase: late entry fee 1,000 yuan; fee for correcting the translation (300 yuan at the preliminary examination stage, 1,200 yuan at the substantive examination stage); fee for restoring unity of invention 900 yuan; fee for restoring priority 1,000 yuan; all other fees follow the domestic schedule. (3) International design registration designating China: separate designation fees of 4,100 yuan (first instalment), 7,600 yuan (second) and 15,000 yuan (third); fees for the international procedure are paid directly to the International Bureau in Swiss francs as published in the Hague section of the WIPO website. Two exemptions apply as well: a PCT application filed with CNIPA as receiving Office and searched by CNIPA is exempt from the application fee and the surcharges when it enters the Chinese national phase; and a PCT application for which CNIPA issued the international search report or the international preliminary report on patentability is exempt from the substantive examination fee when substantive examination is requested on national phase entry.

Layout-design registration 1,000 yuan per case; reexamination request for a layout-design registration 1,000 yuan per case; bibliographic change 50 yuan per case per time; request for extension of time 150 yuan per case per time; request for restoration of the right to a layout-design registration 500 yuan per case; request for a non-voluntary licence 150 yuan per case; and ruling on remuneration for a non-voluntary licence 150 yuan per case.

Two categories need separate consideration. (1) Stamp duty: under the current Guide to Fee Payment for Patents and Integrated Circuit Layout-Designs, CNIPA collects 5 yuan per patent certificate as stamp duty (the same for invention, utility model and design), and qualifying small-scale taxpayers may pay half. (2) Agency service fees: where an agency is instructed, its fee is independent of the official fees and charged separately. In addition, the patent registration fee (200 yuan for an invention, 150 yuan each for a utility model and a design), the announcement printing fee (50 yuan) and the bibliographic change fee for a change of patent agency or attorney (50 yuan) have not been collected since 1 August 2018.

The document on this page is the Schedule of Fees for Voluntary Registration of Works published by the Copyright Protection Center of China. It was revised on 26 October 2018 and is taken from the Center's official website (www.ccopyright.com). As of July 2026 the Center's website still publishes this version, and every entry below is checked against it. If it is later revised, the version most recently published by the Copyright Protection Center of China governs.

Charges are banded by word count: 100 yuan for up to 100 characters; 150 yuan for 101-5,000 characters; 200 yuan for 5,001-10,000 characters; and 300 yuan above 10,000 characters. For a series, registration of each item from the second costs 100 yuan.

Fine art, photographic, dramatic, quyi, dance and acrobatic works are 300 yuan per work. Musical works are 300 yuan where words and music are registered together and 200 yuan for music alone. For a series in any of these categories, each item from the second costs 100 yuan.

Engineering design drawings and product design drawings, maps and diagrams, and model works are 500 yuan per work. Architectural works are 1,500 yuan per work. Cinematographic works, compilations, multimedia compilations and other works are 2,000 yuan per work.

Works created in a manner similar to cinematography are charged by duration: 200 yuan up to 1 minute; 300 yuan for 1-5 minutes; 400 yuan for 5-10 minutes; 800 yuan for 10-25 minutes; 1,000 yuan for 25-45 minutes; and 2,000 yuan above 45 minutes. Television dramas are 100 yuan per episode.

For sound recordings, 300 yuan per song and 2,000 yuan per album. Video recordings are 300 yuan for up to half an hour, plus 100 yuan for each further half hour. Radio and television programmes are 300 yuan up to half an hour, 500 yuan from half an hour to one hour, and 800 yuan above one hour.

The first item of a series is charged at the rate for that type of work, and each item from the second is generally 100 yuan; for some categories, such as sound and video recordings, it is 50 yuan per item or as agreed between the parties. The note for the relevant category in the fee schedule governs.

A change of registration is charged at 50% of the corresponding registration fee. A replacement certificate costs 50 yuan per copy. Cancellation of registration is 80 yuan per time. Copies of registration file material are 1 yuan per A4 page and 10 yuan per disc.

No. Following the Ministry of Finance's Notice on Clearing and Regulating a Batch of Administrative and Institutional Charges (Caishui [2017] No. 20), the Copyright Protection Center of China stopped collecting software copyright registration fees from 1 April 2017. The fees withdrawn include the registration application fee, the certificate fee, the contract registration fee, the fee for a change or supplementary registration, the source code deposit fee and search fees.

The two types of business differ. (1) Software copyright registration has been handled without paper since 1 June 2023: once registration is complete you download a PDF certificate from the user centre on the Copyright Protection Center's website. It bears the electronic seal of the Special Seal for Computer Software Copyright Registration and has the same legal effect as a paper certificate. The Center no longer issues paper certificates, so there is no delivery charge. (2) Voluntary registration of works, the business covered by the fee schedule on this page: the certificate can likewise be viewed and downloaded from the user centre, and where a paper certificate is wanted the Center will post it and charge the certificate delivery fee in the schedule separately. Registered mail is 15 yuan for 1-4 certificates and 20 yuan for 5-30 certificates, with a further 20 yuan added for every additional 1-30 certificates above 30. EMS is 22 yuan per item to provinces, municipalities and autonomous regions in mainland China, and depends on the destination for Hong Kong, Macao and Taiwan of China and for other countries. The number of certificates in a registered mailing is the total number of application forms submitted by the same copyright owner in one submission.

No. Every item in the schedule is an official fee charged by the Copyright Protection Center of China. Where an agency is instructed, its service fee is additional and independent of the official fees, and the amount actually payable is the one notified by the Center at the time.
